The government and all the parties in the Danish parliament reached an agreement, on 20 March 2024. This included liberalising bingo and lotteries. The Danish Parliament will reopen in October and a bill to implement this agreement should be introduced.
Update on the New Rules
The consultation period for a draft bill that was circulated before the summer break has expired. The bill will be presented to the Danish parliament when it reopens its doors in October.
A draft of an executive order regarding charity lotteries and an executive directive on land-based bingo will be sent out for consultation by the Ministry of Taxation. The Danish Gambling Authority will announce when the consultation responses can be submitted to the executive order.
The Danish Gambling Authority is working hard to ensure that we are as prepared as possible for the adoption of the new rules later this autumn. Danish Gambling Authority is preparing for the implementation of new rules. The Ministry of Taxation will create the rules.
We are also preparing a brand new application process for charitable lottery. It guides applicants through a series questions to the correct licence for their charity lottery. The application will prepare the applicant to follow the rules after they have received a license and hold a lotto.
We are also working on the application process to liberalise land-based bingo.
As part of preparations, representatives of a wide range of stakeholders have been brought together to form a communication system. This network aims to focus the Danish Gambling Authority’s guidance efforts in order to provide the best possible advice to associations, businesses and other parties who wish to organize a charity lottery.
Webinar on New Rules for Charity Lottery
The Danish Gambling Authority is hosting a webinar as part of its guidance efforts on Tuesday 26th November 2024 at 1pm (The webinar will be in Danish). Register now by sending an e-mail to Simone Wellendorph at [emailprotected] before 24 November 2024 12 noon.
The webinar does not cover the liberalised rules of land-based bingo. Separate guidance will be provided in this area. If the bill does not pass at this time, then the webinar will be cancelled. The Danish Gambling Authority will announce the cancellation on their website.
Transition from Current Charity Lottery Rules to New Charity Lottery Rules
The draft bill sent to the public for consultation states that the applicants can apply for a license under the new rules as early as 21 November 2024, with the possibility of a start date from 1 January 2025.
According to the draft bill if, for planning reasons or other similar factors, an applicant must apply for the licence before the 21st of November 2024 but does not wish to hold a lotto until 2025, they will be given a license under the current rules but have the option to allow this licence to lapse, and then apply for the licence under new rules after the 21st of November 2024.
