On Monday, April 10, 2023, Ravi gave his assent to the re-adopted Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Bill, 2022 (L.A. Bill No. M.K. Chief Minister Stalin said that the Assembly’s resolution earlier in the day on the Governor had resulted in a “good outcome” with the assent. The Bill was returned by the Governor, and the Assembly then re-adopted the Bill before sending it to the Raj Bhavan.
The Chief Minister announced the Governor’s approval of budgetary requests for some departments to the Assembly on Monday. He also said that the law would be published the next day in the Tamil Nadu Government Gazette.
He said that the Assembly’s resolution highlighted how Tamil Nadu administration and future youth were affected by the pending of several Bills including the online rummy Bill, which was sent to Governor for his approval. He said the resolution noted the controversial views expressed by the Governor publicly.
The Governor returned the bill on 6 March, stating that it violated the Constitution and was against court judgments. The Assembly adopted the Bill for the first time on October 19, 2020.
The Chief Minister recalled, when he reintroduced the Bill on 23 March, that it had been drafted on the basis of the recommendations made by a committee led by retired Madras High Court Judge, Justice Chandru and the School Education Department, as well as consultations with other parties. The Governor sent the Bill back after 131 working days, with some notes.
“The Bill was not only drafted with our intellect but also our heart. It is normal to have differences of opinion. Anyone with a conscience will have no doubts about the need to ban online gambling. It has claimed many lives. The State shouldn’t listen to the cries of an individual or family. It will be a dilution in the meaning of the law and state powers if it happens again. He had stated that it was the duty of government to maintain order and prevent crime.
The Chief Minister also reminded the Union Minister for Information and Broadcasting Anurag Thakur of his statement made in Parliament on March 21, 2023 that states were empowered to pass laws banning online gaming, under Sections 34 and 7th Schedule of Constitution.
“I declare that we cannot ignore our conscience while running the government. Any law should aim to protect and promote the welfare of its citizens. “Jurisprudence is social science and will be accepted by all legal experts around the world,” said Mr. Stalin in March.
